Localization, or a shift to local pay arrangements, is sometimes employed as an alternative approach to the traditional expatriate assignment, or when an assignment extends beyond the original temporary time frame and no return home is anticipated. The Permanent Transfer Calculator is an interactive online tool that calculates living cost differences for localizations, which are commonly referred to as permanent transfers or one-way transfers. It can also assist clients in developing regional "financially equivalent" salary scales based on living cost differences.
Using the Permanent Transfer Calculator, clients can create customized comparisons of gross and net pay for transfers between countries (e.g., Paris, France, to Brussels, Belgium) as well as within a country (e.g., Frankfurt, Germany, to Munich, Germany). Output includes detailed breakouts of differences in goods and services, housing, and income tax costs. The calculator offers two options for calculating housing costs: (1) a Local-to-Local option for true permanent transfers where a local housing standard is sufficient; and (2) an Expat Gross-to-Gross option where expatriate housing standards are desirable.
